To start this quest, you first have to meet Captain Neptune NPC inside the game world. You can find this NPC right around the coast of the Grand Reef in the newly added Atlantean Storm. Go to the GPS marker (X: -3,576, Y: 151, Z: 523) and find the Atlantean Storm area. Look around this vicinity, and you will find Captain Neptune within seconds. Interact with him, and he will ask you to complete the 100% bestiary on the Atlantean Storm. Yes, his quest revolves around catching the newly added eight fishes and finishing the bestiary.
